Baseline and Impact Assessment Conducted
Active Order 1- "Yes" when baseline studies, existing conditions, surveys, sampling, modelling, and predicted/assessed impacts are described. - "Partial" when only baseline or only impact is covered, or assessment is incomplete. - "No" when no evidence exists or only mitigation (not assessment) is mentioned.

Management Plan in Place with Budget
Active Order 2- "Yes" when a dedicated plan (ESMP/ESMMP), mitigation measures, responsibilities, timeline AND budget/cost estimate are present. - "Partial" when a plan exists but no budget, or budget without clear measures. - "No" when no plan or only generic commitments.

Monitoring Conducted Regularly as per ESMMP
Active Order 3- "Yes" when periodic monitoring (monthly/quarterly/annual), schedules, parameters, locations, and results are evident. - "Partial" when monitoring is mentioned without frequency, one-off, or partial parameter coverage. - "No" when no monitoring or only planned.

Compliance with National Standards
Active Order 4- "Yes" when results are compared against Lao/IFC/national standards and within limits. - "No" when exceedances or non-compliance are reported. - "Unknown" when results exist but no comparison to a standard.

Independent Monitoring Reported No Non-Compliance
Active Order 5- "Yes" when a third party / auditor / regulator (e.g., MONRE) reviewed with no findings. - "No" when non-compliance or outstanding corrective actions are reported. - "Unknown" when no independent review is mentioned.
